Delivering Access for All Through Expert Portfolio Management

Project Outline

Inclusive design places people at the heart of the design process.

The Access for All (AFA) programme, funded by the Department for Transport, aims to improve accessibility at UK railway stations by providing an obstacle-free, level-access route between drop-off locations, the station entrance and all platforms.

Implementing accessible railway stations benefits a diverse population, including individuals with health conditions or impairments, people with children, individuals carrying heavy luggage or shopping, and some older adults. Additionally, these design initiatives positively impact the economy, promote reduced car usage, help alleviate traffic congestion, and minimise carbon emissions.

Our Service

This workstream consisted of four stations: Alfreton, Cricklewood, Hertford North, and Luton.

Mercury3 Consult provided a Portfolio Manager to lead the development and delivery of the projects at all four stations.

This role served as the main interface for all contracting, design, and construction elements in taking the single-option preferred design through to construction-ready design. This included design standards sign-off and on-site works to project completion and close.

Paul has supported with all stakeholders from Asset Managers to TOCs handling each scenario in a direct but approachable manner. Paul supported the works diligently often going above and beyond to make sure all stakeholder’s … requirements were completed.

Key Achievements

Management of four independent workstreams, each with different delivery timescales, contract dependencies, and stakeholder expectations.

Promotion of carbon-neutral initiatives across the workstreams, including lifecycle assessments and the recycling/repurposing of materials considered waste.

Incorporation of best value practices at all stages to drive cost efficiencies and ensure all elements remained on the proposed timelines throughout the workstreams.

Early and transparent stakeholder engagement, with TOCS (Train Operating Companies) and accessibility groups, to ensure decisions were well-supported and in line with wider objectives.

I wanted to share an update on the portfolio and take a moment to thank Paul for his hard work and dedication. I’d also like to extend a final word of appreciation to Paul for his significant contributions. He has been instrumental in advancing the Luton, Alfreton, Cricklewood, and Hertford AFA schemes to their current stages.
