Transport for Wales (TfW) is delivering a major infrastructure programme centered on Cardiff Central Station. This programme is a series of interconnected infrastructure projects, including the high-profile Cardiff Crossrail project.
The scale of the programme and its interdependencies created challenges in governance, stakeholder alignment, and communication due to the need to address internal, political, and public demands.
These challenges highlighted the need for a thorough understanding of project requirements and the interactions between transport developments within a confined geographical area. Furthermore, since the projects were at varying stages of development, determining time frames and communications became crucial to the project’s success.

Our Service
Our Senior Consultant joined TfW in a Sponsorship role, applying Project Management expertise to address these challenges. The Mercury3 Consult consultant focused on providing strategic direction and ensuring alignment between projects and stakeholders. Key areas of support included:
- Governance: By engaging with project sponsors in the Cardiff Central area, we identified existing governance structures and ways of working. We supported the development of a refined governance structure to address ineffectiveness and improve decision-making processes.
- Stakeholder Engagement: We built strong relationships with both internal and external stakeholders, including Network Rail. By facilitating communication between project teams and external parties, we successfully resolved conflicting priorities and aligned objectives, fostering collaboration across all levels.
- Development of Requirements: Through a series of targeted workshops, we collaborated with a diverse portfolio of stakeholders to define project needs, identify exclusions, and clarify priorities. This ensured alignment on key objectives and created a central reference point for future planning. The workshops also enabled open dialogue between operational staff and project teams, promoting shared understanding and focus.
Our targeted expertise supported TfW to overcome governance and stakeholder challenges and to lay a strong foundation for the successful delivery of the Cardiff Crossrail project.
