For almost two years, we have embedded one of our senior consultants, Stuart Spence, as Delivery Lead into the CPCS team. Stuart has played a pivotal role in shaping the Project Output Specification for this ambitious and transformative project, working with CPCS and alongside Arup colleagues as part of the ECWE Technical Advisor team.
This collaboration reflects Mercury3 Consult’s commitment to delivering world-class expertise that drives positive outcomes for clients, communities, and the future of sustainable transport.
The Eglinton Crosstown West Extension is set to bring rapid transit to Etobicoke and Mississauga, making daily commutes smoother and more efficient for countless individuals. Together, we’re not just building infrastructure – we’re connecting communities.

The project began in 2020 and is a proposed rapid-transit line in the Greater Toronto Area that will extend the Eglinton Crosstown Light-Rail Transit line (ECLRT) west from Mount Dennis Station to Renforth-Eglinton Station. The planned extension will include seven new stations and stretch approximately 9.2 kilometres from Mount Dennis to Renforth Drive, where it will provide a connection to the Mississauga Transitway.

The ECWE project consists of four contracts: Advance Tunnel Contract 1 (ATC1), Advance Tunnel Contract 2 (ATC2), Elevated Guideway (EG) Contract, and the Stations, Rail and Systems (SRS) Contract. Features of the alignment and project elements include:

  • CPCS formed part of the Technical Advisor (TA) team led by Arup that was commissioned by Metrolinx and Infrastructure Ontario (known as the Contracting Authority (CA)).
  • For ATC2 and EG contracts, CPCS have delivered the Project Specific Output Specifications (PSOS).
  • For the Stations & Rail Systems Contract, CPCS are delivering both the PSOS and the Facilities Maintenance Operations Specifications (FMOS).  This work is separated into two distinct areas of delivery: Technical and Strategic Advisory, and Project Management.

Project Management Delivery

The Project Management delivery includes managing the process of coordinating a large multidisciplinary design team to compile the PSOS requirements in an organised and methodical manner. This includes project quality control and incorporates:

Developing a PSOS/FMOS Project Plan and coordinating deliverables.

Developing processes to ensure PSOS text and appendices are prepared efficiently, including interdisciplinary review processes.

Develop tools to enable both the PSOS and Design teams to work efficiently through the review and editorial process, including tracking comments and issues through to completion.

Our goal was to deliver the most comprehensive Project Specific Output Specification (PSOS) to date — supporting the successful delivery of the extension on time, within budget, and most importantly, enabling greater transit services for the people of Ontario. As we move into the design and construction phases, our focus will be on working closely with TRP, the delivery partner, to ensure the requirements we’ve set out are realised in practice.
Working as part of the Arup Technical Advisor team, I collaborate daily with Metrolinx, their technical SMEs, and key stakeholders, including the City of Mississauga, City of Toronto, and Region of Peel. After more than 25 years in the UK rail industry, it’s a genuine privilege to contribute to such a transformative project here in Canada — a country that continues to expand and inspire.
