Programme Management Support for Network Rail’s SCO Rail Vehicle Portfolio

View all projects

Project Outline

Network Rail’s Supply Chain Operations (SCO) team supports the delivery and maintenance of rail assets by helping ensure materials, machinery and components are available to meet operational demand.

Mercury3 Consult provided programme management support across elements of the SCO rail vehicle portfolio during a period of organisational change and financial constraint. The engagement focused on strengthening governance, improving the consistency of reporting, and supporting stakeholder decision-making across multiple workstreams and suppliers.

Working alongside Network Rail teams, Mercury3 Consult supported portfolio reviews and reprioritisation activity. This work contributed to the identification of c. £70m of potential savings and efficiencies across late CP6 and early CP7, while maintaining focus on fleet availability and safe delivery.

Mercury3 Consult also supported the identification and management of constraints that could affect fleet readiness, such as spares availability, maintenance throughput and access limitations, helping to shape practical mitigation plans with suppliers and internal teams. In parallel, Mercury3 Consult supported safety-led initiatives by tracking actions, managing interfaces with specialist teams and providing regular progress updates.

Our Service

Mercury3 Consult supported the programme through structured reviews, clear performance reporting and practical coordination across stakeholders. This included maintaining oversight of delivery plans, surfacing risks and issues, and supporting timely decisions with concise, evidence-based insight.

The engagement required effective communication across operational, commercial and leadership teams, helping maintain alignment on priorities and delivery plans. An early priority was stabilising ways of working following organisational change, then reassessing the portfolio in response to funding constraints to ensure activities remained affordable and deliverable.

Mercury3 Consult also supported option development to balance cost reduction with fleet availability requirements, including sequencing of overhauls, use of in-house capability versus contracted delivery, and the timing of renewal activity.
